In the closing seconds of the British Grand Prix Q2 session, Kvyat’s Toro Rosso caught Magnussen’s Renault on the Hangar Straight – which eventually lapped 5s slower than the Russian.
Kvyat will start 15th, with Magnussen one spot behind.
“I was coming up to my best laptime of the session for sure, and he was 5s off his laptime,” claimed Kvyat. “He just stayed in front of me. It started from Becketts, I lost downforce.
“I thought he’d let me past on the Hangar Straight, but he didn’t move over so I had to do the last four corners behind him.
“I respect other drivers in qualifying, I move over. You move over, and that’s it.
“I think [the lap] would have been close to Q3, because Q1 started scrappy but the lap came when it really mattered. And then we meet this Magnussen, just blocking.
“I think we have enough data to show to the stewards that what he did was wrong.”
Magnussen: I was on my fast lap too
Magnussen denied that he did anything wrong, however, and claimed Kvyat was simply caught out by the slower pace of his Renault and should have left a bigger gap.
“He was just a lot faster than me, so it’s up to him to make a gap at the start of the lap,” said Magnussen. “We were both pushing, and he’s faster than me so he catches me.
“I didn’t block him, I was just on my lap.”
