Starting from pole, the Brazilian lost out to Orudzhev off the line, the Russian leading the field into Turn 1.
However, Fittipaldi immediately fought back and made a brave move on the outside of the two long left-handers further into the lap.
All 12 drivers decided to make their mandatory stops in the early stages with Fittipaldi and Orudzhev both pitting at the end of Lap 5.
While the two-second lead Fittipaldi had built before his stop had decreased slightly, the Brazilian continued to edge away for the rest of the race to eventually win by 4.3s.
Orudzhev and his fellow Russian AVF teammate Matevos Isaakyan completed the podium.
The latter was closely followed by Alfonso Celis after their stops, but the Mexican didn't go for an overtaking attempt.
Points leader and double Monza winner Rene Binder had a low-key race in fifth, more than 10 seconds behind his victorious teammate.
Damiano Fioravanti was the top RP Motorsport car in sixth, followed by Teo Martin Motorsport duo Konstantin Tereshchenko and Nelson Mason.
It was the latter holding seventh after the start, but he soon started to lose ground after he changed tyres, coming under pressure from several drivers, but only letting his teammate through.
Fortec's Diego Menchaca and RP's Yu Kanamaru completed the top 10.
Giuseppe Cipriani retired on the penultimate lap from 11th, while Roy Nissany lost significant time in the pits before retiring at the very same place a few lap later.
Fittipaldi's third win of the season puts the Brazilian second in the standings, just a single point behind his teammate Binder.
