The day kicked off under rainy conditions, which remained to be the case for the entire morning session.
Only 13 drivers had laptimes as a result and it was Ferrari junior Charles Leclerc taking the top spot, beating Jorg by almost four tenths and Konstantin Tereshchenko by more than a second.
The track dried up towards the end of the afternoon session as the rain stopped during the lunch break but Jorg's 1m35.538s fell two seconds short of yesterday's quickest time.
Behind the Swiss and Hughes, Antonio Fuoco was the best of the rest, with fellow sophomore driver Alex Palou ending up fourth.
Leclerc was fifth, followed by Trident's Artur Janosz and ART's Alex Albon, the duo setting identical times.
Albon's teammate Nirei Fukuzumi, Ralph Boschung and Oscar Tunjo completed the top 10.
