Russell first took the lead with 22 minutes to go with a 1m47.526s, and improved again by two tenths before the end of his first run.
While he was demoted by his teammates Jack Aitken and Nirei Fukuzumi before he completed his first flyer in the second part of the session, he then retook the lead with a time of 1m46.608s.
Anthoine Hubert jumped up to second soon afterwards, falling just one tenth short of Russell's benchmark.
The rookie duo ended up taking first and second, with Fukuzumi completing an ART 1-2-3.
The fourth ART car of Aitken was only sixth-fastest, the Renault junior's progress in qualifying slightly compromised by him putting two wheels on the grass at the final turn early in the session.
He was narrowly beaten by Dorian Boccolacci and Alessio Lorandi, the duo finishing as the top non-ART drivers.
However, as Boccolacci had been given a three-place grid penalty in Austria for causing a collision, he will only start seventh, promoting Lorandi, Aitken and Red Bull junior Niko Kari.
Jenzer's Arjun Maini was eighth, followed by Trident's Ryan Tveter and Campos driver Julien Falchero.
