Barnicoat, 18, was the Formula Renault 2.0 NEC champion in his first year in cars in 2014 and finished fourth in this season's Formula Renault 2.0 Eurocup.
His move to Prema has been officially confirmed by Racing Steps Foundation's Derek Walters on BT Sport.
At Prema, Barnicoat will link up retained Canadian racer Lance Stroll, who finished fifth in his debut F3 campaign in 2015.
2015 also saw Prema field another RSF protege Jake Dennis, who ended the season in third.
The last two drivers to move straight from FR2.0 to a Prema seat in F3 were Esteban Ocon and Antonio Fuoco in 2014, the former winning that year's title.
Dennis to join GP3
Walters also announced that, after two years in F3, Dennis is set to move to the GP3 series.
The Briton has been part of RSF's line-up since all the way back in 2008 and has won two titles in cars - Intersteps in 2011 and FR2.0 NEC in 2012.
Rowland confirmed for GP2 tests
Formula Renault 3.5 champion Oliver Rowland will participate in an extensive post-season testing programme in GP2.
Rowland, who already contested two rounds in the series and will do two more in 2015, will then test with champion-elect squad ART Grand Prix, perennial frontrunner DAMS and new arrival Prema.
