The Swede, who has now gotten his 2015 F3 pole count up to a whopping 16, took over at the top of the timesheets shortly after the halfway point in the session and soon established a massive advantage.
His best lap of 1m21.186s, while not as quick as his benchmark from the first qualifying session, proved unassailable all the same.
But while Rosenqvist took the P1 spot for Prema yet again, Carlin's George Russell once more denied the team a front row lockout, beating Lance Stroll by 0.08s to the second spot for Race 2.
Stroll, however, edged clear on second-best times and will line up alongside his Swedish teammate for Race 3.
Of Rosenqvist's remaining championship rivals, Jake Dennis was quickest and will start Race 2 in fourth, ahead of Antonio Giovinazzi, Mikkel Jensen and Charles Leclerc.
Nick Cassidy made it four Prema cars in the top eight, ahead of Santino Ferrucci and Alessio Lorandi, although the latter will be on a receiving end of a grid penalty for an engine change and will thus give up the spot to fellow karting graduate Callum Ilott.
Race 3, meanwhile, will see an all-Carlin row two of Russell and Giovinazzi, followed by Dennis, Jensen, Leclerc and Cassidy.
The debuting Artline car, piloted by Harald Schlegelmilch, made progress, gaining a second and a half to finish three seconds adrift.
