Gunther initially had a better launch than poleman Stroll and took the lead into Turn 1 but the safety car stopped the action after a hectic first lap.
First, Nick Cassidy and Callum Ilott made contact, causing the former's retirement, after which Ben Barnicoat and Nikita Mazepin collided in the braking zone of the back straight.
Barnicoat's car went airborne for a moment and hit Harrison Newey. Barnicoat went on the retire while Mazepin and Newey continued.
In addition to all that, George Russell also pulled into the pits from fourth as his car was seemingly suffering from technical problems.
Although Gunther led the field after the restart, he was never able to fully pull away from Stroll.
After 10 laps of closely following his teammate, Stroll finally made his move on Lap 17.
He immediately extended his lead to over a second and eventually crossed the finish line by 3.7s.
Gunther finished second, with top rookie Joel Eriksson taking third.
Ralf Aron brought a third Prema into the top four despite coming under pressure from Anthoine Hubert.
David Beckmann took sixth as Van Amersfoort duo Ilott and Pedro Piquet finished seventh and ninth respectively, sandwiching Sergio Sette Camara.
The Brazilian's teammate and fellow Red Bull Junior Niko Kari rounded out the top 10.
