Ilott was just 0.025s faster than Thursday pace-setter Lando Norris, and will start both the second and third races of the weekend from pole after also having set the quickest second-best time.
McLaren junior Norris was the first driver to go below the 1m51s barrier in the session, with he and Joel Eriksson trading the lead a couple of times before Ilott took over with a 1m50.482s.
Norris will complete an all-British front row in both races two and three.
Maximilian Gunther, who was narrowly behind the aforementioned duo in first qualifying, was again just 0.08s adrift, but that only meant fourth place this time, with Eriksson edging him out.
Hitech's Jake Hughes was fifth, beating Jehan Daruvala by a single thousandth of a second.
Daruvala's Carlin teammate Jake Dennis claimed seventh with a late flyer, followed by the remaining two Prema drivers Guan Yu Zhou and Mick Schumacher.
Honda protege Tadasuke Makino completed the top 10.
Eriksson and Gunther will start the third race from third and fourth as well, ahead of Daruvala, Hughes, Zhou and Dennis.
