British driver Harvey, aged 23, was confirmed as part of the team's Indy 500 line-up in a press conference at Long Beach.
He will race alongside the team's regular drivers Takuma Sato, Ryan Hunter-Reay, Marco Andretti and Alexander Rossi.
Harvey has long remained among the chief prospects on the verge of making it to IndyCar, as the Brit finished runner-up twice in Indy Lights.
Driving for Schmidt Peterson on both occasions, he lost the 2014 Lights title to Gabby Chaves on a tie-breaker and was a close second to current Ed Carpenter Racing driver Spencer Pigot in 2015.
He had a chance at making his IndyCar debut with Schmidt Peterson in 2016, but the deal never materalized, not helped by the Briton shunting heavily in testing at Mid-Ohio.
But now, provided he qualifies for the Indy 500, the Briton is finally in line to make his debut in the American series.
Prior to his move overseas, Harvey had been a serious prospect on the junior single-seater ladder below Formula 1, and enjoyed backing from British program Racing Steps Foundation for several years.
He was runner-up to Robin Frijns in Formula BMW Europe in 2010, won the British Formula 3 title with Carlin in 2012 and took two GP3 wins in his sole campaign in the series in 2013.
