Norris, who had started from his fifth consecutive pole position, held off M2 Competition teammate Jehan Daruvala at the launch and proceeded to lead the entirety of the 15-lap race.
The two front row starters proved class of the field, finishing 1.5sec apart as they spearheaded a 1-2-3 for the dominant M2 squad – with Pedro Piquet making up the podium.
Piquet ran just ahead of teammate Artem Markelov for most of the race, before the Russian - who had stood as Norris' closest championship rival entering the round - suffered a car misfire, tumbling down the order.
Giles driver James Munro inherited fourth place, holding off fellow Kiwi Brendon Leitch, while Ferdinand Habsburg took sixth, having passed Ferrari junior Guan Yu Zhou.
Antoni Ptak, Bruno Baptista and Taylor Cockerton made up the top 10, as Markelov limped home in 12th.
