Adrian Sutil was fined $20,000 USD and reprimanded by the stewards after retiring from the Singapore Grand Prix.
When trying to rejoin after a spin, the Force India driver drove into BMW-Sauber's Nick Heidfeld.
"I didn't see him coming as I was on the move already and couldn't react to it, but I'm sorry for it. It was a race incident," said the German.
Countryman Heidfeld was scathing when he spoke initially with reporters, calling the move "stupid", and when asked what the FIA's response should be, suggested that the governing body should supply Sutil with a brain.
"It was clearly Adrian Sutil's fault," he said in a press document issued by his team.
"He had spun backwards and then just drove back onto the track and straight into my car. That's something you just can't do."
The incident ended Heidfeld's impressive run of 42 classified finishes in a row, which is a record.
