The qualifying session was delayed for an hour due to dense fog covering the circuit.
Once it got going, Newey first dipped into the 1m51s with Schumacher challenging all through, as they went back and forth at the top.
The German driver then found more time to get into the 1m50s, which was enough for him to take his maiden pole in the Indian international series.
Behind them was championship leader Joey Mawson, 0.058s apart from Newey. Title contender Felipe Drugovich ended up fifth, ahead of the two Estonians Ralf Aron and Juri Vips.
Rinus van Kalmthout, Kimi Schramm, Dylan Young and Pedro Cardoso rounded off the Top 10.
The session was briefly red-flagged when Young crashed out midway into the session, but the Australian still managed to keep his Top 10 slot.
